The Town of Jay Budget Hearing is this Thursday at 7:00pm at the Community Center.  If you would like a copy of the Preliminary Budget, it is available on our website https://www.townofjayny.gov/documents-forms/  or from the Town of Jay Town Clerk.  The 2025 Preliminary Budget is a tax levy increase of 3.3% over 2024.  This budget does fall below the allowable 3.55% tax cap.

Water/Sewer Superintendent Paul Mintz and I met with MJ Engineering to discuss the engineering reports they are preparing for us.  We are just about done with a Water Meter Report.  This report will help get funding and create bid documents for us to install water meters in all water districts, which is a requirement by the DEC for our water withdrawal permit.  The next topic was the Water Upgrade Report which will include a new well for redundancy required by the Department of Health, control system upgrades which will allow the plant to run more efficiently, and other upgrades and improvements to pump stations and distribution lines.  The last report was the Lead Service Line report.  It has been submitted to the NYS Department of Health.  As a result of this submission, there are several users that will be receiving letters stating private galvanized or unknown lines will need to be replaced.  We will be required by the Department of Health to send these letters to users each year until the line is replaced by the user.

Today I met with the consultant who is working on the Essex County Hazard Mitigation Plan.  We discussed the Town of Jay in depth, and this plan will help combine several other plans and reports to once again help us leverage grant funding to update and upgrade infrastructure.

Lastly I would like to thank the Town of Black Brook for their great event, Spooktacular on Halloween at Riverside Park.  I would also like to thank Carol and Hannah for handing out candy for the Town of Jay in the attached picture!

Hope you have a great week,

Matt.
